Passaic County Electrical Permit Guide: Municipalities, Fees, and How to File

Passaic County covers 16 municipalities with separate permit offices. Here's everything you need to know before pulling an electrical permit anywhere in the county.

Its 16 municipalities range from dense urban cores like Paterson and Clifton to residential suburbs like Wayne and Ringwood. Each municipality runs its own building department under the NJ Uniform Construction Code (UCC), which means fees, timelines, and submission procedures vary by town. This guide covers the entire county so you know what to expect before you file.

County Utility Territory

The majority of Passaic County is served by PSE&G. The northwestern towns — West Milford and parts of Ringwood — are served by Jersey Central Power & Light (JCPL). This matters because any service amperage upgrade triggers a utility ESI application, and the process differs:

  • PSE&G: File online at pseg.com or through a licensed EC. Review runs 4–6 weeks.
  • JCPL: File through JCPL's contractor portal. Review runs 3–5 weeks.

File the ESI application the same day you submit the municipal permit — they run in parallel, and neither waits for the other.

Paterson

The City of Paterson is the county seat and has the highest permit volume in Passaic County.

Clifton

Wayne

Passaic City

Pompton Lakes

Volume is manageable and correction notices are communicated quickly. A complete package almost always avoids a correction cycle.

Little Falls

In-person submission preferred.

Woodland Park

West Milford (JCPL Territory)

Office: Building Department Address: 1480 Union Valley Road, West Milford, NJ 07480 Phone: 973-728-2800 Hours: Monday–Friday, 8:30 AM–4:00 PM Typical review time: 3–5 weeks for municipal permit; 3–5 weeks for JCPL ESI in parallel Notes: West Milford is JCPL territory — file the ESI with JCPL, not PSE&G. Lower application volume means municipal review is typically faster here than in the urban core, but the total project timeline depends on JCPL's ESI processing speed.

Ringwood (Partial JCPL Territory)

Office: Building Department Address: 60 Margaret King Avenue, Ringwood, NJ 07456 Phone: 973-962-7017 Hours: Monday–Friday, 8:30 AM–4:00 PM Typical review time: 3–5 weeks Notes: Confirm utility territory before filing — the eastern portions of Ringwood are PSE&G, while western areas may be JCPL. The building department can confirm which utility serves a specific address.

Other Municipalities

The remaining Passaic County municipalities — Bloomingdale, Haledon, North Haledon, Prospect Park, Totowa, and Wanaque — follow similar procedures to the above. All use the UCC fee schedule, require walk-in or mail submission, and run 3–6 week review timelines at typical residential application volumes. Contact the individual building department for current hours and any municipality-specific submission requirements.
