Every municipality runs its own building department under the NJ Uniform Construction Code (UCC), which means fees, submission procedures, and review timelines vary by town. County Utility Territory
The majority of Essex County is served by PSE&G. This means any service amperage upgrade — whether for a panel upgrade, EV charger, or generator — triggers a PSE&G ESI application. File the ESI the same day you submit the municipal permit. They review in parallel, and the total project timeline is determined by whichever takes longer.
A small number of addresses in the western reaches of the county (parts of West Orange and Livingston near the border with Morris County) may fall in JCPL territory. Confirm the utility provider by address before filing.
Newark
The City of Newark is the largest municipality in Essex County and one of the highest-volume permit offices in the entire state.

Other Essex County Municipalities
The remaining municipalities — Belleville, Caldwell, Cedar Grove, East Newark (technically Hudson County by geography, Essex County by convention), Essex Fells, Fairfield, Millburn, North Caldwell, Roseland, and Verona — all follow standard UCC procedures. Most are small-volume suburban offices processing residential electrical permits in 2–5 weeks. Contact the individual building department for current hours and any local submission requirements.
